thanks for the input and thoughts --- I did use the proper fluid, and I believe it was bled properly, however I have gone back thru the system and rebled it again.  
I have another event in a couple weeks so I'll see if this helped -

Pentosin CHF-11S is the only approved power steering fluid.

I like Dan's idea. Was there any air bleeding procedure? Like jack up the front of the car, start the car, and perform a series of lock to lock turns. did you use OEM recommended power steering fluid, not a universal type?

Wild guess: since the problem only lasts for a second or two, might it be cavitation in the power steering pump at +5000 rpm during hard cornering or steep incline where bubbles get pushed into the lines rather than being managed as it would at the same rpm but on more gentle driving?

Since you replaced the steering pump / fan / hoses / fluids, not sure what else I can recommend - you've addressed all the normal suspects...

Are there other consistent circumstances / conditions when the 'hard steering' appeared aside from the high rpm? Hard cornering? Steep incline / decline? Time on track?

Trying to see if there are other factors that might be causing the condition....

I wonder if anyone has any suggestions for a steering concern I'm having with my 2005 S - I have used it at a track day and a hill climb, both times after a rather long run at higher RPM's (5500+ for a few seconds) the steering went numb/hard - then it felt fine after a second or so.  Needless to say this is a little worrisome as I will be using this car for such events and road racing at local SCCA events.  I have used my 2004 S at the same events and it has no such issue.  The 2005 has new steering pump/motor/fan/hoses/fluid, i've checked fluid levels and components, all okay.   
Any suggestions or thoughts are welcomed .   Thanks,
