here is a picture of the recent "S" on BAT that did not meet reserve at $45K.
it shows the clip on the harness on the left side attached to the speedo bracket.

GOT IT!

on either side of the speedo there are two metal brackets.
they appear to be square with a hole in the middle.

my clip has a small piece that fits into this hole and holds the clip to the bracket.

in the attached image I circled the portion of the harness held in place by the clip.
it essentially holds the harness to one side providing more access to all the wires.

Looks like the mystery has been solved.

I assume these get lost over time!

I found this part 13H2183 in both the "Cooper and S" (AKD3509) and "non Cooper and S" (AKD3502) parts list catalogs.
So.... it may not be unique to the "S".

AKD3509 ("Cooper and S") listing in the image says :

#64  "Clip - main harness to speedometer bracket"

13H2183

(B) C-A2S7-30891 on
K-A2S4-30891 on
(B) C-A2S7-*31223 on
K-A2S4-*31223 on

I tried positioning the clip in various positions without success.

Oh well... at least I know what it is and where is goes - "relatively".

Cooper S only parts are worth a lot of dollars, especially if they are unnecessary.

There's a hole in the center of the main cross member of the firewall. The clip fits into the edge of that hole. I've only ever seen one other clip like that but also not installed. It also came from a Cooper S, so perhaps only originally on Cooper S's because of the 3 branch exhaust manifold. I don't think it is really necessary.

Thanks Kermy.   It did look like it was for the wiring harness but I had no idea where it might go.
i have searched pictures of speedo and engine bay but could not find any.  
Can anyone refer to pictures or manual pages?

Its a clip to hold the speedometer cable onto the firewall to keep it away from the exhaust pipe(s).
