Must admit that when I did mine many years ago I didn't even think of this. In those days it was a new Rover ..maybe even Leyland rack.  Everything could only go together one ( the correct) way..  Well, I suppose you could get it wrong but it would be veeerry difficult.

The slot retainer groove is much preferred to the circumferential groove.  If the nut falls off and the splines get loose the column cannot turn without the pinion following (as long as the bolt remains in place ..)

It depends which type of steering rack you used.
There are some that have a groove all the way around the pinion shaft which makes life easy, then there are others with just a notch cut into them which limits the correct placement but should theoretically align up correctly if the rack has been built correctly and you center the rack as Willie suggested.
Failing that i guess you can drill and tap another hole or do what some enterprising previous owner did with one of my previous Minis and install a hose clamp to make the signals cancel.

I would think if you center the rack with the pin in the centering hole. Then just mark where the canceling pin/bolt need to be in the middle of the cancel arms.
