This has been my experience: 2MB or smaller / .jpg format / won't work with Safari. Safari is my browser of choice but use Chrome only when I must post a pic to this forum.

If you are resizing a lot of pictures, Microsoft PowerToys Image Resizer is much quicker than having to open photo in paint. You can do multiple photos at once just by right clicking in explorer.

Just make sure you don't check the box for over-writing the original photo.

Just asking your basic computer file management skills.  
   Can you take the picture with your device   PHone. Camera. whatever and load it to your Computer?
   Assuming you're using a standard PC / Computer.

Once you get that photo file in a location you can find it...  Start your reply on the forum
 In the Upper Left hand part of the screen you see a Green Circle square " drop your image or click here.

click there =  follow and find your image on your computer to load it.  
 OR click and hold your image file and drag it into that green box.  Drop it there It should attach...

If it doesnt attach the File size is too large... (common with a good phot
you then need to open the photo first.... I use Paint... Resize it ..  Save it in the ' Smaller resized portion.  then Re load the photo agian...( thats the biggest pain)

Try a few times just stick with the step.. you'll get it.
 If you're on a Tablet or phone.. Goodluck.. I dont use MM on phone    size is horrible.

For me I have to use a pc, the pic has to be a jpeg no bigger than a few hundred k bites, then I can drag and drop the pic from the desktop, or from a file location. I use an I phone to take the photos, and email them to my sbcglobal account. When sending the pic you have to choose from several file sizes. For me this converts them to jpegs automatically from whatever it is apple uses. Hope this helps it’s what I figured out that worked for me, I have not messed with success.
