But then, based on my (pretty extensive) experience with US officialdom, I don't think they're overly concerned with facts....
I suspect they're probably covered by this "what is..where is" proviso that places the onus on the bidder to establish the truth ..and bid accordingly. If some dummy doesn't check then ..bad luck.

The VIN is not quite right but matches that listed on the legal documentation driving the sale.
If you substitute the misplaced 5 with and S and search that VIN you come up with an attempted sale in 2014 by Motostalgia (although the car seems to have lost some bumper parts since then) and an actual sale listed in 2015 for $33K . To be fair, at both of these auctions it was listed as a "Tribute S".
As of today the online bidding is at 5K (with a week to go and a live auction next weekend).
Is a '64 "Tribute S" really worth $30K?
Seriously No it is not worth $30k for that or any tribute S imo.
There is so much wrong and incorrect with that car i would stay away from it myself.

It may have lots of Cooperish trinkets on it but that VIN is for an ordinary mini- not a Cooper or S -
and that VIN plate is home made, not OEM.
VIN numbers often get mis-read - AA257L5515A should read AA2 S 7 L .......
Car engines make CO2 and trees absorb CO2. By running your engine you're feeding a tree and helping the environment.
