I was reading this the other day not sure if this applies to the 2009 JCW referring to oil filter has a cartridge the slips over a perforated center core that is attached to the inside of the oil filter cap. This is spring loaded and is intended to add pressure to the filter when installing that seals it again the base.

Not sure if the previous owner or who ever they had do the oil change discarded it.
So I went online looking to see if I can find cartridge and spring but no luck. I am currently Deployed and the internet really slow so it makes it hard to research stuff.
Your gen2 model did not have the spring loaded cage issue, it was only on early gen1 models.  However we did see issues with 'some' aftermarket filters on the gen1 models. Perhaps you can try installing a factory filter to see if the conditions improves - this should be a simple and cheap test...

The oil pump, chain, oil filter, oil pressure sensor and oil filter cap has been changed. Last I also got the oil changed. Has anyone else encountered this issue? Any ideas would be greatly appreciated.
A couple of quick questions since it sounds like you covered everything...  What viscosity oil are you using? And is the oil filter a MINI factory original replacement?
