Most likely something caught up between the wheel and the chassis or you have suspension problems: worn or bent suspension joints/components or worn bearings. Remove the wheel and see what the tire may be rubbing on. The first step would be to get a wheel alignment done. They will either correct misalignment and/or report problem components.

I have a 2009 Mini Cooper s and there’s this sound coming from the rear driver side wheel well. It sounds like something rubbing. It only happens when we turn or we hit abump
