Like BC says, it will largely depend on who is sitting behind the counter at the particular dmv, who is the VIN inspector at the DMV and if they refer the buyer to CHP to do a VIN verification (appointment required), and whether or not you have a physical PA title in possession.
If you do not have a physical TITLE, then it will be POTENTIALLY more complicated.
The issue at play is the CARB (California Air Resources Board) and whether or not they and their EPA backing are able to claim priority for 1968-1975 vehicles over DMV / DOT regulations that are seemingly in contradiction with one another.
Getting past the desk clerk is the first hurdle. That local DMV person then mails the processed paperwork to Sacramento where it has a chance of getting rejected THERE and kicking it al back to the applicant for a do-over.
If someone is starting with FOTB import paperwork for a 1968-1975 year vehicle, my advice is ALWAYS to obtain a vehicle title in another title-issuing state prior to trying to title and register in CA. Having the recognition from another state and the National Insurance Crime Bureau that the car has been operating for some years in the US already could be an important deciding factor for some local DMV desk agents.
