The rubber doughnuts in the late model Minis are crap. Most likely, yours have gone flat. As said before, if the shocks were bad it would bounce. With bad springs you kinda get a thud.

Also on later model 90's > Mini's there are a few inline fuse holder behind the air filter housing that control the lights. Sometimes the holders become brittle and loose contact if so it is usually best to just replace them with a later type blade holder fuse box or fit inline blade holder fuses.

I doubt your shocks are bad....more likely your springs are toast. The springs are rubber (doughnuts) and flatten/harden over a few years.

you can test your shocks by bouncing on the fender over the shock. When you stop bouncing the car, it should stop bouncing. that would indicate that the shock is doing it's job. If it keeps bouncing after you stopped, the shock is bad.
check the rubber shock mounts, they could be bad.
Check the ground wires (black) on the tail lights and head light not working. Also check the bulbs by swapping them right to left. It's usually the simple stuff so before you go buying parts, test what you have.

I just ordered a haynes manual. Both headlights and 1 tail light. The fog lights arent wired in yet. I mite wire them in so they come on with the headlights.
Also my front shocks mite be bad as well. If i hit any little bump, it seems to hit hard. When i push down on the fender, its kinda stiff.

get a schematic wiring diagram. Are your headlights not working or the fog/spots ? The fog/spots need to be wired to a relay. One relay for each pair of lamps. If you don't have one, get a Haynes workshop manual for your year vehicle. Look on ebay. You also might want to contact the seller and ask them about the lamps not being wired in and the horn issue. And if they have a shop manual.
