I think onetim and bluedragon above covers the correct answer....  some cars are quieter than others but not much you can do for the MINI.

Yes, if the A/C is putting out enough cold air to keep you cool in summer Las Vegas hear, and the loud noise is the fan blowing air, not a grinding or rattling mechanical sound, then you are OK.

The A/C needs air flow over the condenser matrix to produce cold air. The hotter it gets, the more airflow is needed over the condenser. The only real way to reduce fan air noise is to use a fan that blows less air - and that means a less effective A/C. I'm not familiar with the MINI's, but I doubt BMW/MINI used a really inefficient and noisy fan.

Maybe extra sound insulation under the hood/bonnet might help.

Now if it roars when the temperature is 65° F outside, then there is probably something amiss.

Prolly just a thing, the fan will be louder the the engine from outside the car, not so much the ac pump/clutch if it’s cool inside your good.
