Could be a 75 with Rover badging right? 

afluis24, Mini's built from Oct 1969 through 1976 were built by British Leyland. After that they were made by Rover until the end in 2000. So there never was a 1975 Rover Mini. If you are brand new to the classic Mini world use the search feature above right, select the forum option and enter revin for your search. After that you might consider a search for registering a Mini in California. Or just ask someone from the SD club for insight on the topic.
