48" center to center on the tires (fronts).  Tow dolly or tow bar. Either one is OK.

Most if not all the rental ones have the connected ramps. If you tow it with a truck with a high hitch it is not usually an issue if not you need to used a 6" drop hitch and turn it upside down to get the dolly hitch high enough. Also i use a couple of pieces of 1x12" wood or pavers to fit in the belly where the tire sits, this will raise it also.
The ideal towing receiver height is 15 to 16 inches and the majority of dolly's will be level at that figure but you can go higher so the ramps tilt down some.
Go to U haul and measure the height of the hitch and the ramps before you rent one.
This is not the case for every set up i have used but i found it to be the case with a Demco tow dolly using a saloon to tow it with.

+1 each     Malcolm, jchomme and Spitz, thank you for the advise on dollying  a Mini. I was especially
worried about  my floors and rockers malsal, so your advice was a great help. I will look for the   type with the disconnecting ramps and tell the renters that I’m about to tow a VW.
        Thanks gents,
         Darren.

safety first..
I was able to back mine out of field full of cars and mud, with little room to move around.  I brought with me some 12" wheels and 10" wheels.  The 12" wheels were in much better shape, but shredded 30 minutes into my 8 hour trip home.  The 10" wheels made it the rest of the way no problem.  I did nothing to the 55 year old bearings that sat for the last 20 years at least.  I have them off and they still spin freely.

Wrong again. You can back up a tow dolly but only so far before it goes haywire but far enough to get you out of a parking space. I know its hard for you to understand but dont get yourself into those situations in the first place.
I would bet you have never towed a tow dolly but here you are giving advice you know nothing about as usual.

Yes a Mini can be towed with a tow dolly. I find unless you are towing with a full size truck the best ones to use are ones without attached ramps as they tend to hit the floors. You can put 2x12 wood spacers under the wheels which helps some. If you are renting one from U haul or similar tell them you are towing a regular fwd car as Mini's are not in the system and they usually refuse to rent to you.
