The horn is unfused in the respect of an inline one, but is fed with permanent fused live from the second fuse down in the fusebox.  Operation is done via a switched earth in the stalk.  The two wires attached should be purple (live) and purple/black for the switched earth.

With both functions out i would check where the stalk functions plug into the harness by the column support bracket. i have seen some Mini's with a tie strap pulled around them to keep them connected.

On a 1980 Mini Mayfair horn and directionals share stalk. Both stopped working. Horn found floating on two wires bare connections, remounted horn. I'm on the hunt fuses first and they hide on these cars. Steve (CTR)
