Still should be doable, that's the old spec for 60/70's cars before Cats came along.
Mini's are like buses they come along in a bunch

That's as measured at idle. I should also note that this would be tested at around 6,400 feet in altitude.

Should be possible with an engine in a good state of tune and maybe a custom tweek of the needle? Is that an Idle spec or 2500rpm? Usually two figures are required?

How tough is a emissions test to pass with an A-series with the following parameters?
2% carbon monoxide
600 parts per million hydrocarbons.
