Front Seatbelt Archors - correct order

I've installed mine in the following order; the spacer against the floor pan, the seat belt stalk fitted onto the spacer, the thin washer under the lock washer and the bolt. So as you are assembling it for installation, it would be lock washer onto the bolt, followed by the thin washer, the seat belt stalk and finally the spacer.

On the two main 7/16-20 bolts that go to the floor-pan (i.e. Mk3/4 Minis), what is the correct order - especially with the spacers.
I assume in this order:
1) 7/16-20 grade 8 bolt
2) Seatbelt stalk/unit
3) Metal Spacer
4) Thin Retention washer
I also have an external tooth lock washer that I have no idea where this may go.
