Yep it is an electric reverse using a ring gear and mini starter motor.

The "plastic Gas Tank" is the washer bottle the actual gas tank is the big ally tank sitting behind the Rad. 

This was built by an amazing builder, but this is the second owner since teh guy who built it sold it. have a look at http://www.theminiforum.co.uk and look in teh forums under the Z cars section. he is currently building a gsxr 1000 powered mini minus.

and that's the lol ol' plastic gas tank under the bonnet - nice.
