A few possibilities that I can come up with:

A. possible issue with wiring / ground between the tach and the body control module
B. possible failure of the tach module
C. possible corruption with the software in the body control module

A & B will require some troubleshooting

C will require a re-flash of the software by a MINI dealer.

I hope this helps.

Thanks everyone for your thoughts.

Did this symptom start out of the blue, or was something else changed on the car when this started to occur?

Without any real knowledge on how to troubleshoot bad wiring, I did pull the tachometer off and re-seat the wiring harness, thought maybe there might be a loose connection, no luck.
