Is there a delay in your power vsteering at startup?

The only thing I can think to check is to confirm power is getting to the pump as soon as you start the car.....

Not normal I would say the 2005 and 2008 my son drives had no delay at all.
Mini's are like buses they come along in a bunch

I have to count ten seconds after starting before my power steering develops assist power. is this normal? I have a new ZF pump, proper fluid, bled, aligned, new fans.
