Not a Rokee, but an Elf dash, so it's similar. I used heavy cardboard to make an inner box, then covered with trunk carpet. Not exactly a one-size fits all solution,. but it looks nice and keeps things from getting lost in the cracks.

I have a 1970's (Canadian) ROKEE Dash in my 1987 Welsh Austin Mini.  It's exactly as you describe.  Things get lost down into the void etc. as the holes are just open.

Good idea attaching some kind of bag to the back of the glovebox holes.  Wish I had thought of that before installing it all.
PITA to rip it all out, though I may have to do it someday, as the red vinyl I used to recover the horridly cracked wood has started to
take on a distinctive pink hue here and there even though the car has been garaged most of it's life since it's arrived on this side of the Atlantic some 12 yrs ago now.

It'll be on my to-do list if the ROKEE ever comes back out.

I've been thinking of building a Rokee dash for my 78' Mini (I have an original Rokee dash kit to resurface and/or use for pattern pieces).   This after market burl-wood dash is in three pieces (five pieces if you include the two glove box doors).  It seems to me that any small items like a garage door opener, pencils, pens, a small flash light, etc. put into these two tiny glove boxes would roll around the dash shelf and become totally lost in the nooks and crannies behind the dash face. Has anyone ever installed a Rokee dash with cloth or vinyl bags glued around the back side of the glove box door openings?  I'm wondering if this might be the only solution to keep small items from getting lost behind the dash and un-accessible when you really need them?  Any hints on rebuilding, refurnishing, or remounting a Rokee dash?  Thanks!
