I took it to a mini mechanic and we took a ride.  He suspects fuel delivery problem too.  
I pumped 4 gallons into a tank and watched the flow .  i didn't see any hiccups.  just smooth consistent flow.  so i don't really think it's the fuel line. 
If you use the HS4's from your old Sprite, it's more than just the manifold you'll need to change.  The mini requires a 30° float bowl angle; the Sprite used 20°.  

You'll need to change the float bowl grommets (AUC1336 and AUC1316) for them to work correctly, not to mention installing the correct needles.

that was my issue before, it was really hard to impossible to take that filter off, what i did was to run a MILD pressurized air on the other end of the tubing where it goes out. injecting few squirt of seafoam into the tubing until it reached the plastic filter, i let it sit for few miniutes then blew mild pressurized air onto the other end of the tubing, i did it 3x...i noticed the filter changed it's color from dark gold to very light pearl...it must have cleansed it... since then driving at 40-50 has been a breeze and effortless.

i tried the fuel tank in the front seat thing.  problem persists.  can't cruise at 4k rpm for more than 10 seconds or so, then starts stumbling until I left off then i catches up and will run smooth for another 10 secs or so.  
I've had this hiff44 apart and checked it the best i can several times.  I'll either take it somebody or try some hs4's.

When you check the HIF44, remove the fuel inlet jet and check its tiny filter and the passage before it. I had a brand-new carb with this brass ring hiding in the fuel inlet filter. Finding it didn't solve my problem... on mine, the inlet needle would expand with heat and stick open, causing rich mixture and flooding when trying to restart. The solution was to carefully file off each of the 8 corners of the needle fins a few thou to increase the tolerance.

Is there a problem with the strainer? Ideally, if it is not broken, don't put too much effort into fixing it. It is just a simple screen brazed to the outlet tube. They only present problems on cars that sat for decades.

Finally got around to removing my fuel tank.  way deep inside is a strainer.  anyone ever remove one?  I've removed the sending unit but still no where close to getting to the strainer.
